Meet the Team
Carl N. Neggers, Chief Executive Officer
Carl brings over 30 years of strategic and sustainable management experience to the SM Solutions team. He has worked with federal and provincial ministries, the hospitality industry, accounting firms, professional sports franchises and environmental service companies helping to restructure and streamline their practices towards a more self-reliant, sustainable and profitable future.
Most recently, as CEO of Stark & Marsh Chartered Accountants, LLP he lead the firm in strategic transformation and a revitalization of their governance framework. Prior to this, Carl was the Director General of the federal government's Prairie Farm Rehabilitation Administration (PFRA). Serving western Canada, PFRA is an internationally recognized agency, which addresses the sustainable resource development challenges faced by agriculture and rural Canadians.
Carl also served as Executive Director of the Saskatchewan Agri-Food Equity Fund, working with entrepreneurs in the development and commercialization of their innovative products and services. As Assistant Deputy Minister of Saskatchewan’s Department of Highways and Transportation, Carl led the development of the provincial submission to the comprehensive review of the Canada Transportation Act (CTA), including a position on transportation infrastructure financing.
Carl has extensive international experience and also served as a lecturer at both the University of Regina and University of Guelph.
Tony Baumgartner, Senior Business Advisor
Tony Baumgartner joined SM Solutions following a thirty-four year career with the public service. His career included over 20 years service and a wide variety of assignments within the natural resources sector followed by fourteen years in the economic development portfolio. Most notably, this included seven years as Vice President, leading Sector Development and Investment Attraction for Enterprise Saskatchewan. In this capacity, Tony's experiences include working with some of Saskatchewan's largest businesses, representing the province in discussions involving corporate investment and expansion plans, troubleshooting problems and expediting government responses to address complex business problems.
Over the course of his career, Tony has also served in various senior leadership roles, addressing key government resource allocation initiatives, including; Provincial Wood Supply Reallocation, Negotiation of Forest Management Agreements, Saskatchewan representative on negotiations with the United States regarding Softwood Lumber Trade, Forest Nursery Decommissioning and Sale, Negotiation of Saskatchewan's First Forest Carbon Sequestration Contract.
His areas of particular expertise include: strategic planning and leadership, organizational design and build, change management, business problem identification and planning, and economic development. Tony holds both, a Bachelor of Administration and a Master of Business Administration from the University of Regina.
David Little, Professor Emeritus, Faculty of Education, University of Regina
David has worked in the discipline and field of adult education in business and industry, government, community colleges, technical institutes and universities for fifty years. His current role with SM Solutions in the area of corporate culture is leading organizations and aiding executives and managers to understand corporate realization in terms of both revenues as well as on and off balance sheet assets in the context of digital, networked, knowledge-based economies and associated evaluation frameworks.His particular focus is personal and corporate ethical realization as a prominent backbone of corporate development and advancement.
Using these conceptual evaluation frameworks that encompass combined emotion and cognition attuned to pertinent factors of being lying outside conventional culture-bound frames of reference, yields access to invaluable opportunities for prosperity. They capture social patterns of mutual recognition and senses of being that mark a path for fathoming the depths of personal and corporate ethical-realization.
The former supports personal and corporate conditions for self-realization. The latter offers an interlocking set of articulations of transcendence--both the transcending of mind, and the transcending of being-- that gives expression to our unfulfilled, historically constituted capacities as human beings and clarifies the essential promise of mind and being.
David has extensive experience working within various organizational settings, co-constructing and using these cultural frameworks. His repertoire includes working with municipal/provincial/federal government agencies, non government organizations (NGOs), professional services practices, sport franchise(s), oil exploration companies, urban and volunteer fire and rescue, emergency medical services, mining, environmental service companies, and food processing companies. Each required tailored and customized approaches to ensure success.

Kim Lonsdale, Senior Business Advisor
Kim brings over 30 years of leadership, management and business experience to the SM Solutions team. He has a sound understanding of the sustainability challenges facing both public and private based organizations in a rapidly changing and digitally connected economy. His experience includes working with public, private, and not-for-profit organizations addressing issues concerning leadership and management that position an organization for sustainable growth, the sound uses of debt and equity financing for growth and expansion, and organizational positioning that results in meeting current and future market growth and industry expansion trends.
Most recently, Kim served as a Senior Manager with the Saskatchewan Ministry of the Economy leading a team of professionals responsible for the planning, development, and implementation of sustainable economic development strategies for Saskatchewan's resource sectors. This role has provided Kim with a comprehensive understanding of the opportunities and challenges facing North America’s agriculture, agri-value, oil and gas, forestry, minerals, manufacturing and logistics sectors. Kim also played a key role in assisting private companies to overcome situational challenges in their external environment. This included leading coordinated response teams involving multiple government agencies. This experience has given Kim a considerable insight into how to advance new ideas and concepts within government.
Kim’s areas of expertise include: identifying and evaluating commercial investment opportunities; complex problem solving; risk identification and mitigation; developing sustainable business and succession strategies and translating them into measurable outcomes, and; developing and implementing negotiating strategies
Brodie Anderson, Senior Environmental Consultant
Brodie is co-founder of SM Solutions, a consulting firm that advises clients on successfully meshing their economic, business and biophysical entrepreneurial imperatives. Brodie brings to SM Solutions over 30 years of environmental management experience, including: sustainable environmental design; strategic environmental business planning; corporate health and safety; waste material management; environmental protection policy, regulation and legislation. These business imperatives focus an organization on environmental awareness programs that quantify potential ambient and biophysical impacts, key environmental metrics, and the triple bottom line. This process starts with measuring your environmental management systems – your water use; your environmental impacts from solids, liquids, gas and biological management; and the firm’s management of production efficiencies and waste minimization.
Brodie has worked with large businesses, various levels of government and non-profit organizations. Passionate about the environment, he is a strong project manager and strategic thinker. He has served as a senior environmental consultant with major international engineering firms, small business management firms and as a business consultant with non-profit organizations. He has the critical skills and knowledge to deliver meaningful results and comprehensive environmental compliance. He provides environmental impact assessment and analysis; toxics management and hands-on training/project mentoring for your community and employee Health & Safety concerns. Recently Brodie provided expert witness testimony instrumental in assisting the magistrate in a major two-day Fungal Infestation court case brought as a counter suit against incompetent roofing installation.
Brodie has received consistent commendations for successful project work from clients in the agriculture, energy, municipal planning, eco-tourism, manufacturing, forestry, renewable and non-renewable resource and community development sectors. His areas of expertise include Sustainable Environmental Management and Design; Strategic Environmental Business Planning; Hazardous Materials Management; Corporate Health and Safety; Environmental Protection Policy, Regulation and Legislation and Training, Audits, and Waste/Hazardous Material Management. Brodie is recognized for creatively working with high performance teams; achieving results while leading complex international, national, and provincial teams and projects. He is competency and detailed oriented, able to collaborate with other professionals and challenge assumptions in a constructive manner.
He studied economics and political science at the University of Winnipeg and environmental policy at the University of Calgary. He holds a Master’s degree in Environmental Design with emphasis on urban planning and has been a member of the Canadian Institute of Planners (MCIP); Institute of Certified Management Consultants (CMC) and the American Industrial Hygiene Association (AIHA). He is currently a member of the Canadian Ski Patrol and the Regina Fish & Game League Board.
Lynn Mazza, Communications
Lynn brings 30 years of advertising and marketing experience to the SM Solutions team. Over the course of her career, Lynn has served in all aspects of publishing; design, editing, marketing, ad sales, circulation and overall management. WOW Graphics is a network of talented, experienced and energetic colleagues with specialized skills in the areas of graphic design, copywriting, website development, and project management.
